How is it that that the proportions by weight of each element in a given compound are constant?

Carbon dioxide for example, supposedly always contains approximately 27% carbon with the rest being water. But what if the Carbon used was of a very high isotope? for example Carbon - 22 and oxygen was in it's original element i.e. not an isotope. Surely then there would be a higher percentage of carbon in the compound right?
