What brands are the best and cheap?

I have some eyeliner that sucks horribly and my mascara is really clumpy. And my eyeshadow doesn't stay on worth crap. Lol my eyeliner is L.A. Colors and so is my mascara. I don't know what brand my eyeshadow is but I got it from walmart and it has a P on the case :P it's like one of those trio things. I need some new makeup but I'm really low on cash. I need good brands that are about 25 dollars and under. Thanks :)
