When will Obama stop acting like a two-bit dictator as he did with BP in uming the Judiciaries powers?

With Obama, without the consent, oversight, and ruling of a court, decided that BP should pay $20 BILLION in damages made the USA look like the little banana republic dictatorship it has become under the glorious Democrats.
