Which contributed more to the current state of the third world?

The current tolerance, by world governments, of corporate entities looting the natural resources of the third world has been, and continues to be, the behavior which defines the third world. Those involved with government get what they want from a country, they turn a blind eye to what is done to get what they want; Be it oil, diamonds, gold, copper. A world press is complicit in keeping the third world out of the average first worlds citizens eye's because too many on top in corporations and government get rich. In my country both political parties share an equal guilt for these transgressions both Democrats and Republicans, may pay lip service to the problem, but do nothing.
