Why do the dodgers choose to offer Manny Ramirez that much money when he continues to refuse to sign with them?

Im a giants fan and I hope the giants dont sign him. The guy is a team cancer and I dont want the young giants player to have to deal with any of his childish antics. Even though I hate the dodgers I think they should have signed Bobby Abreu and Adam Dunn. Two good bats still cheaper than Manny.
